FAQ

Rental minimum standards (Victoria) inspections in Donnybrook: common questions

Which 15 standards does a Donnybrook rental have to meet?

Locks, windows, window coverings, window covering anchors, structural soundness, mould and damp, ventilation, bathrooms, toilets, kitchen, laundry, heating, lighting, vermin proof bins and electrical safety. They sit in Schedule 4 of the Residential Tenancies Regulations 2021 and apply to every house, townhouse and unit let under a residential rental agreement in Donnybrook.

Since when must the property comply before it is advertised?

Since 25 November 2025 a rental provider cannot advertise or offer a property for rent unless it already meets the standards. Before that date the test was the day the renter moved in. The standards themselves have applied to agreements entered into from 29 March 2021, and the window covering anchor standard was added from 1 December 2025.

What sits outside a Donnybrook rental standards inspection?

We do not certify electrical safety, carry out the two-yearly electrical or gas safety checks, or test smoke alarms; a licensed electrician or gasfitter does those. We do not run the heater, cooktop, oven or other appliances, test for asbestos or identify mould species, inspect for timber pests, or cut into walls, floors or ceilings. Rooming houses are covered by a different set of standards. Anything we could not get to on the day is listed in the report.

Do you check the electrical safety standard?

We name it in the report and photograph the switchboard so you can see what is fitted. Whether it complies is certified by a licensed electrician, so the report points you to one rather than signing it off ourselves.

Does a near-new Donnybrook house really need this?

Yes. A house handed over in the last few years can still fail on items the builder never supplied, such as window coverings in the bedrooms, or on things added afterwards, such as a corded blind with no anchor. Age is not the test; the 15 standards are.

What does it cost?

The price depends on the size of the home and how many bathrooms and living areas it has. Enter your Donnybrook address in the quote form and the price comes back before you book.

How long is the visit, and when do I get the report?

A typical Donnybrook house takes about one to two hours on site. The report, with each standard marked met or not met and a photo beside it, arrives within 24 hours of the inspection.

Can you inspect while a renter is living there?

Yes, as long as the renter has been given the written notice the Residential Tenancies Act requires for entry. Many Donnybrook owners book the gap between leases instead, because the rooms are empty and repairs are easier to schedule.

Why is a condition report not enough on its own?

A condition report describes the property at the start of a lease so the bond can be settled fairly at the end. Our inspection answers a different question: whether the home meets the legal minimum to be let at all. Do this first, fix the list, then fill in the condition report.

What if the home falls short on one or more standards?

Each shortfall is listed with a photo and what needs to change. Once the work is done we can come back and confirm it in writing. A renter who moves into a non-compliant home can treat the fault as an urgent repair or end the agreement before moving in, and the Consumer Affairs Victoria Renting Taskforce can issue fines.

Who inspects, and which suburbs do you cover?

A registered building practitioner who works the northern growth corridor every week. We cover Donnybrook 3064 and the neighbouring suburbs of Kalkallo, Beveridge, Wollert, Mickleham, Craigieburn and Epping North.
